Born in Jerez de la Frontera (Cádiz) on 28 November 1960, he graduated in Law from the University of Seville. He entered the Diplomatic School in Madrid in January 1985. In 1985, he started his diplomatic career as Head of the Office for the Pacific and Security Agreements in the Directorate-General for Asia, the Pacific and North America of the Ministry of Foreign Affairs. The following year, he became Head of the Political-Military Affairs Office in the Directorate General for International Security and Disarmament Affairs. In the public sector, he has been President of INI, Minister (of Industry and Energy, and of Industry, Trade and Tourism) and Ambassador to the OECD. In the private sector, he has worked in the banking sector (Banco de Vizcaya, BBV, BBVA), has been President of Bravo Solution España, and consultant in the energy area, he has also been Visiting Professor at the Barcelona Graduate School of Economics, and is Coordinator of the publication "Energy and Geostrategy".
