Born in Jerez de la Frontera (Cádiz) on 28 November 1960, he graduated in Law from the University of Seville. He entered the Diplomatic School in Madrid in January 1985. In 1985, he started his diplomatic career as Head of the Office for the Pacific and Security Agreements in the Directorate-General for Asia, the Pacific and North America of the Ministry of Foreign Affairs. The following year, he became Head of the Political-Military Affairs Office in the Directorate General for International Security and Disarmament Affairs. In 1987, in the same Directorate General, he took up the post of Director of the Office of Atlantic Affairs.
